Microsoft Windows Server 2022 Remote Desktop Services are required for each user and/or device accessing a licensed copy of Windows Server Standard or Datacenter edition. Client Access Licenses are necessary under the Windows Server 2022 Standard and Datacenter licensing model (CALs). With a Device CAL, you purchase a CAL for every device that accesses your server, regardless of the number of users who use that device to access the server. When a user or device directly or indirectly accesses Windows Server, a Windows Server CAL is required. Users who need to access programs or the entire desktop remotely via Remote Desktop Services must also have a Remote Desktop Service (RDS) CAL (RDSs). For remote desktop access, you need both the Windows Server CAL (user or device) and the RDS CAL (user or device). An activation product key is included in RDS CALs. Up to two individuals or devices may defy these restrictions and access the server software without an RDS CAL or a Windows Server CAL as long as it is strictly for server administrative needs.
